I was refering to this statement. He mentioned Build 12, THEN Build 12.1, THEN the Post build mod and updates. I cannot find for download just "Build 12". It is not on PiratesAhoy files page. Only Build 11 and Build 10 exist there before Build 12.1.
Honestly... people need to refer to proper files. Or the files need proper versioning. Either way, its confusing to say "12" or "12.1" when you are talking about post build mod 12.1, or the full build mod 12.1. Personally I think the naming convention used right now leads a lot to be desired. There needs to be proper version numbers for all updates, so there is no confusion.

when i was done, i ran the game to see what happens and the screen came up with the build 12 modpack screen not the post build 12 modpack screen, is there a difference between them?
i installed, extracted, and unziped in the program files/Bethesda Softworks/pirates of the caribbean folder on the main hard drive

When you extract to the Pirates of the Caribbean folder, does it ask you about overwriting files? If it doesn't, then you have not extracted properly.
Each time you apply a patch, update, build, the process is to extract onto the Pirates of the Caribbean folder, and it will ALWAYS ask you about overwriting files. You want to say "Yes to All". This is a vital process. Just extracting files into a folder inside of the POTC folder, wont work.
If you cant get the extraction to work right, then unzip/extract all files into their own folder, and manually drag and drop all contents of each folder in each subfolder into your POTC folder where they should go, overwriting each file as you go. Insane process, this is why it should be done with the extraction process.
Don't run LangSwitcher.
Don't run Russian.
Post Build Mod (up to current update) has a DISTINCTLY different looking loading screen, and main menu. You will know when you are running it after a proper install.
