Stealth

The stealth skill goes up when you're discovered as well as when you're not, so trying to use it will improve it regardless of success or failure. Better yet, you can train it with a bit of an exploit I found - when you exit from the map into sailing mode near a fort, you will be detected (raising your skill). But the detection range is greater than the distance which you need to be in order to be allowed to switch back to the map, meaning that there is a sweet spot where you can sit in one place and keep switching between the map and sailing mode.

But if don't like to use game expoits you can combine training the stealth with combat and luck training...
Go after 23.00 to some enemy town and enter; go near soem guard untill you are discovered and voila - you get your stealth up. At the same time you fight and raise the combat and luck skills.
Up to lvl 10 the guards respawn very slowly; after lvl 30 they respawn instantly (at captain difficulty).
After you decided you have enough fight (stamina exhausted etc) get out the twon, wait 5 min game time (just 1 clock tick) and enter again. Repeat till 6.00 or untill you get bored or if there is a danger your health may drop seriously.

is stealth effected by moving slow or fast (so walking/running)?

Not.
It seems it is effected by if it is during day or night, the distance to the enemy (either fort for the ship or soldier for the hero) and it seems to be effected by how much days you spend without detection - so if you plan to visit several enemy towns in a row you may consider staying with enemy flag untill needed. I rememeber being a spaniard I put french colors and went from very bottom of the left of the map - all the english and french towns in a row up to Marigo. After some time I was able to enter the enemy port in broad daylight and not get detected (but still I had 90+ points of stealth)
 
I have noticed that if you buy an appropriate trade license, and have a friendly flag on your ship, you can sail right in, so you don't NEED to get your stealth up.

I'm pretty sure this is it, as my stealth is only about 50-60 and the forts aren't detecting me.

That's the other way to enter the enemy towns. It doesn't depend on the stealth. Profit uber alles!
 
Trade licences are ridiculously overpriced, though. Generally not worth it unless you can make a huge profit trading gold or something expensive like that.
 
i sneak in town with a bounty on my head talk to the govenor he asks me to pay him ~100,000 to clear the bounty my relation with spain turns excellent then i sell him my spanish captives at a cool 50k each bong.

Success also depends on how big your fleet is when sailing into port.
 
where can you see if there is a bounty on your head?
i have the feeling that some fleets from enemy nations hunt me, but
i have no clue if i have a bounty on my head.
