Stuck on NH side-quest to find Bartholomeu's crew

I found my old copy of PotC, and stumbled upon this mod. I'm giving it a go, but I've become stuck after the quest to rescue Bartholomeu's crew. I'm supposed to find Emilio at Santiago, and my quest log says to talk to a sailor in port. I swear I've talked to every NPC in the port of Santiago, and half of them in the town itself, and I can't find Emilio for the life of me. I can't move on from the quest either because Bart keeps following me around, and I can no longer fast travel. Have I run into a bug and should reload, or am I just lousy at finding someone?

It's not Emilio you're looking for; it's somebody who has seen Emilio.
He goes by the name of Juan Hernandez and should be walking around in the Santiago port area.
