Tales of Jack Sparrow: Where is Brock?

Alright, I've spent a few hours trying to figure this one out.

So I'm on the quest with that Shaypen chick who's an Excise Agent. Anyway I'm at the point now where I've already talked to Eastwood and I'm back in Speightstown trying to find Brock. I have searched EVERYWHERE and this little prick is nowhere to be seen. I've checked the tavern, store, loanshark, tailor, every single house, I've gone to the lighthouse, Gray Rock Bay, every shore, the cave, the dungeon. I've searched every building in Bridgetown. Everything seems to be a dead end. And yes I'm already aware of the Turk Island trap quest.

The only clue I get is that after Shaypen leaves to first go look for Brock, when I stand in Speightstown square and try to fast travel, it tells me I can't because "something is going to happen here". I assume this refers to an encounter with Brock. Even after this message comes up, he is still nowhere to be seen, and now I can no longer talk to anyone in the area without first entering some building and then exiting back into the square.

Can anyone provide some insight on this problem? I would love to just find this asshole and continue with the storyline.

I recall that you're suppsed to walk up to a certain door and he's supposed to appear.

Could this be happening as a result of some missing files or something? I've completely scoured the entire town and I can't find him anywhere. I get the impression it's because he's physically missing from the game world.

In Speightstown outside the shipyard there is a building with some steps the go up to the 1st floor. Have you tried up there ?

Yeah I actually just stumbled across that a couple hours ago. Turns out it was the one building I DIDN'T check.

I remember looking for Brock <img src="style_emoticons/<#EMO_DIR#>/laugh.gif" style="vertical-align:middle" emoid=":" border="0" alt="laugh.gif" /> it took me like 4 real days to find him <img src="style_emoticons/<#EMO_DIR#>/24.gif" style="vertical-align:middle" emoid="" border="0" alt="24.gif" />

Of course this was with me trying to play the game without looking at code or locator files (normal gamer) and now I'm modding it nothing escapes my notice <img src="style_emoticons/<#EMO_DIR#>/icon_mrgreen1.gif" style="vertical-align:middle" emoid="" border="0" alt="icon_mrgreen1.gif" />
