Immortal is not the right solution because the player can remove him from these active officers if he doesn't know Chico must be with him..

You can block that or something, can't you?

There's no walkthrough yet, but look in the "\buildinfo" subfolder.
Bartolomeu added a file with some tips for the harder spots, including that one.

In Build 14 Alpha 10 there is no file with tips about this quest (at least not in my install).

I think some of the files in the "\buildinfo" subfolder in previous builds my not be in the Alpha 10 build. e.g. The file for "The House of Mateos Santos" also appears to be missing.

Indeed; it's not there anymore. Maybe I removed it at some point.
It wasn't like a whole walkthrough; just a couple of short tips.

The Mateus Santos file mainly contained installation instructions,
which wouldn't be required in a Build mod, considering the mod's already in there.
