Can anyone help as Build 12 doesn't work on my computer?

Build 11 is on the PA! FTP - Here is info on how to access it:

If that does not help, try this:

Do a clean install of stock PotC, and then install B11 with European and online checked (the other funtion doesn't work) in a separate folder (not in the POTC folder). Copy and launch the runme.bat in the POTC folder (to make the game like the us version)

Copy the extracted file in the POTC folder overwriting all, then modify the BuildSetting.h (it is in the program folder) with the parameter 1 (at the row -- #define EURO 1 // CHANGE TO 1 IF YOU HAVE A LOCALIZED VERSION OF POTC) otherwise black screen....TEST! If it works, continue -

Launch the build 12 installer and everything hopefully should work.
