Transfer control of a city to the Governor of Nation

If you pirate, you can transfer to a nation control of a conquered city?
I can not.
Is possible only if you are in the service of nation?

Probably, though I've never tried. No one likes a pirate, even when you want to do something good for them I suppose.

The transfer is possible after the return of Morgan from London, which closes the quest-line pirate and loosens the Brotherhood of the Coast.

It is then possible to purchase a valid license Buccaneer (but the Governor does not assign missions), and you can transfer the colonies won, but only to their new nation.
