Vengeance of freeman quest

Doing the quest Vengeance Of Freeman and I've looked all over for a Captain named Ed Battard dose anyone know were he's at

It's random. These "find ship" quests aren't worth pursuing on their own. They're time unlimited, so just be about your business as usual and sooner or later you'll bump into him.

As far as I know, those ships do have a target city and if you are lucky, you will meet them eventually.
I started such a random quest (in BetaMode) and a message on top of the screen said "Captain from San Juan to Barbados".
