When do new Raymondos appear?

I was assuming that, after catching a Raymondo, a new one would appear somewhere at the time I got my next clue about where he was holed up. Yesterday, however, something happened to make me doubt this. I had just caught a Raymondo and was heading back to port and I saw a ship that looked exactly like a Raymondo ship that said "Evil Spaniard (EVIL)". Of course, I attacked it, but the captain I dueled was just a standard spanish guy--not Raymondo, Montalban or Mendoza. But...he had the wealth of a named evil guy his ship was fully upgraded like a named evil guy's ship.

I think maybe he was a `proto-Raymondo` who wouldn't fully materialize until I got a clue about him. Has anyone else met one of these guys?
