You must be missing out on some installation steps. There are all sorts of files missing.
Whatever are you doing???
 
I just installed the mod 14 beta 2.5 and run the runme.bat

Then run another runme.bat in main game folder

I run the game.. it works.. this one is on port royale after reporting to the governor about the french attack.

Wow I have never seen a compile.log like that. Something must be corrupted or missing.

Try doing a defrag and then create a whole new install starting from the stock POTC.
 
can you provide me a link where to download a good copy of the original game?
