It can be sparked by low morale/high hunger, but I don't think it should be too common. I don't want to be fighting back my men every other day just because I haven't enough rum in the hold.
Maybe they could be random sometimes, or spurred by, as was discussed about this topic in another thread, disagreeing with your crew too much over what they want to do. But that would also involve implenting such a system, where your crew or officers give input on whether you should attack this or plunder that, and you stay in their graces by agreeing or, at least, succeeding... ya beach bum.
