his house is in port royal proper, head toward the governors mansion turn left onto a little side alley like walkway the door to his place is on the left as you go down the path a bit.

i dont think morgans is ever locked. check again when you find the door it will say "morgan's residence" some of his side residences are locked, usually with a underground way inside, but his main pad in port royal i think is open 24/7.
