Unconfirmed Bug Aren't the innkeeper and the serving wenches supposed to cower during a fight?

I've noticed, that everybody now walks around all unconcerned, when a fight takes place at the inns - even if it's an armed fight. This includes the unarmed civilians like the serving wench and the innkeeper. Often they get in the way of the fighting parties and make things even more complicated.
If the change is an error, you may want to look into a way to solve it. If it's a decision made to accommodate tavernbrawls, we'll just have to live with it.

I've no idea what causes them to cower, nor why it doesn't happen during a tavern brawl. Especially if it's a tavern brawl caused by extra crewmen ashore rather than a tavern brawl caused by talking to someone in the tavern.
