How do I turn the Automatic skill system off so I can cheat at start at level 50?

Options > Advanced Options menu. New game required, of course.

Do you mean in the game or in all the files and stuff?

In the game press "Options", then "Advanced Options". You can turn off the Auto Skill System right there.

you can alway cheat a start at levvel 50 with or without the options i assume
though don't go in to overdrive with those advanced options you might mess up some stuff like if u take to much money and so on

Just turning this mod off allows you to get free points when you do the "level up cheat".
Personally I always just use the console to set my skills to whatever I want.
