balls and bombs

In V3 of CoAS CM I find that balls cause more damage to hull than bombs, while the damage to sail and crew are same
This has rendered the bombs quite useless
or are bombs more effective to forts?

The reason for that is bombs wasn't around in those day's. So bombs are fictional for the game period. Forts don't use bombs in CMV2 or 3, they use round shots.
