Need Help Blacksmiths

I know there is an option for the gunsmith to "fix" all pistols in my inventory to excellent, is there a certain blacksmith that can do the same for swords?

Supposedly, the one on Bonaire can:

Yes. There are swordsmiths at Bonaire, Port Royale, Havana, Puerto Rico, Martinique, and pirate swordsmiths at Nevis and Turks.
