Did you check your quest book? You'll usually find clues there as to what you need to do next. A strange thing about this quest: I´ve looked into the questtext file, and it says that Rachel´s supposed to tell me that she´s either short of money or being harrassed by Orable, but whenever I speak to her she gives me that `brush-off`. I managed to finish the quest, though, not a problem, just wondering...

I think you need info on her from the Harbor Master first.
