Blaque family quest... and such gameplay question

I beat the black pearl, and then I went to finish my quest of the Blaque family. BUT, when I met up with the son, and I went to the store owner to pay off his debt, I was told to GET OUT! It seems that I cannot talk to the store owners, OR Ship builders anymore after finishing the Black Pearl.

Is it normal that you cannot continue "old" quests that were started BEFORE finishing off the BP? <img src="style_emoticons/<#EMO_DIR#>/dunno.gif" style="vertical-align:middle" emoid="" border="0" alt="dunno.gif" />

Also, are there any black smith shops in Build 12.1? I cannot seem to get any sword better than good quality.

After finishing the main quest, the English are at war with you, so you wouldn't exactly be welcome in their stores. However, if you go to the new governor in Redmond, you will be able to explain everything to him. <img src="style_emoticons/<#EMO_DIR#>/smile.gif" style="vertical-align:middle" emoid="" border="0" alt="smile.gif" />

There is one blacksmith in Build 12.1: He looks like Nathaniel Hawk and walks around Douwesen port.

OK, I did that, and got a reward for Silehard, yet I still couldn't talk to store owner, OR ship builder. SO, it turns out I was a NO GOOD PIRATE... (Or words like that) I got my reputation to a "better Person" and then I was able to pay off Blaques debt to the store owner. That was the first time that ever happened to me and I didn't realize that I needed to UP my personality! <img src="style_emoticons/<#EMO_DIR#>/smile.gif" style="vertical-align:middle" emoid="" border="0" alt="smile.gif" />

OH, and I also found the blacksmith too!!! I have a nice blade now! I wish I knew that earlier in the game...
