Need Help Cannot find shovel

I'm currently playing Ardent campaign and I want to do some treasure hunting, but i cannot find shovel for sale anywhere. Is it possible that they don't spawn anymore when I'm lvl21? Is there any other way to get one?

Have you accepted a treasure quest?

Spades will indeed not normally be for sale if you are level 21. However, if you have taken a treasure quest which needs one, then you should be able to find them for sale from stores and street traders.

Some treasure quests need a pickaxe, not a spade. The same applies to them. You won't see them for sale normally but you should see them if you have taken a quest which needs one.
