Cant Add a governor to La Vega

Hello this is my first post. 6.1 The mission is to conquer a city of La Vega, i did everything and captured the town and when back to the governor in Havana and did not sell the town......went st8 back to the town and no ones in the tavern or the store.....i went to the town governor residence and i can not add a governor ...

Can anyone tell me if i am doing anything wrong? or is it a bug?

Speak with one of your officers when in La Vega and tell him to become the new governor of the city. Just to warn u, i have crashed the city, doing this. Later i removed my governr and sold the city to the Spanish governor, but city is still unhabited. Maybe is better to finish the quest line and then capture for yourself a city.
