cant leave port

Hi, Just starting playing mod 13, How can I escape from port? Every time I enter the ship the oxbay port guns and ships in port keep killing me. Is this a bug?

Before you go to the ship, go to F2 menu, Relations, and raise either french or poruguese(preferrable) flag. That should get you out of there without trouble.
