Can't run POTC Build Mode

Each time I attempt to start an error message pops up. See the image in the attachment....

How did you install? You must install the original game, then Build 13 on top, then check if it runs.

I will start from zero, I will uninstall the game. Then tell me where can I download the Build Mode (latest version). I heard that you can control Jack Sparrow with it!

There's plenty of subsequent newer versions, but they're all less stable.
