Can't use shipyards/stores

Hey there. I'm having an issue where I can't purchase ship repairs from shipyards or use the stores. They tell me to "get out of here or I will call the guards". The only thing that I can think of is that some time ago during a sea battle where I was helping the English fight some Dutch, one of the English ships struck her colors and so being that I was lacking gold to pay my crews who were literally seconds away from mutiny, without supplies like food and rum to take care of them, I decided to take the surrendered English ship. I was hoping the officer would want to join me but he chose to fight so I killed him and took his gold and supplies.

Are they upset with me for this? I'm confused though because according to my relations tab, under my personal flag I'm neutral with England and under the British flag it says I'm friendly. Its also showing a -1 under neutral and friendly with England. What does this mean?

Its also confusing because I can't use the shipyards or stores of any other nation either. And this is bad because I still have the original ship and my hull is severely damaged as well as are my sails. I need to get them repaired but can't. <img src="style_emoticons/<#EMO_DIR#>/dunno.gif" style="vertical-align:middle" emoid=":shrug" border="0" alt="dunno.gif" />

Please, what can I do to make anyone do business with me?

If it's what I think it is, you may as well become a pirate. Check your reputation. If it's really low, no one else will deal with you, but the pirates might. I've never tried being a pirate myself, but this might help.

Is there any special thing I need to do to officially become a pirate? As it is Pirates attack me on the seas even with my personal flag up I believe. If I just stroll into a Pirate bay I may get attacked.
 
Your reputation is probably bad for whatever reason; you can raise it by helping people in the towns, saving damsels in distress in the jungles and by saving crewmembers lying in the water after a ship sinks.
As for joining the pirates, you need to talk to the Nevis pirate leader; but you won't be able to join unless you're pretty famous already.
 
Usually, by switching flag several times in the Relations menu the store/shipyard owner agree to trade with me.
