Capture colony without starting nation quest

In my test run.

I play for Spain i sail into Havana load up on cannonball when back to the ship and fire on the fort capture it and the town.
Now this is the part that always bug me. You can not capture but loot the city but not this time there was no Governor there
just the Mayor to hand over the colony. Chance a small code. :nk
