Wondering about the randomness of her stats - is it worth reloading until she has the best possible stats like with the Arabella?
And if so when exactly is she created and when would be the best save point for trying that?

Given that she's easily the best ship in the game, yeah, it's worth spending some time on savescumming her. She's generated when you give the machanic the 1.5 million shmuckers he asks for, so save just before you do that.
