Cool mod.

Well about two week's ago i bught this game at my local used games store and think it was relly cool. So after i finshed it i wanted to see if there was any mods around since i saw that this game was moddeble, so i found this mod and relly liked it. But i have a couple of questions about it:
Why does people on the street atack me? Is there anyway i can use cheats when using this mod? oh and this question dosent got anything to do with this mod but i have heard of a mod called
"Pirates of the Caribbean: Captain Jack Sparrow Mod" anybody that knows were i can get this and is it any good?
