Low Priority Cooldown on Instant Boarding not working

As the title says, currently there is no cooldown on instant boarding (I don't mind too much ).
Sometimes it will 'work' as the Sail to... option, most of the time it will just board.

Can someone confirm this?

The annoying thing with this one is that it has been reported by several people in the past, so I suspect there is indeed some truth to it.
But when I test, I cannot confirm it. So it must be some strange combination of circumstances that at the moment I still have NO clue about.
