Custom Sails?

In the original AoP, along with setting your ships flag, you could also choose from a few different colours for your sails, and repeat this for each of your ships. I know this currently is not available in CoAS. At least not easily. I know some more complex fixes for this are available. I am not a moder. I am just curious as to why bringing a custom sail feature into CoAS is proving so difficult, given it was a programmable option in the original AoP, which utilized the same engine...
