Not? Strange; I thought that should be possible by talking to the Kralendijk shipyard owner.
There is a possibility though that it only works in certain storylines and not in others.

For this particular purpose, it either:
1. works in all storylines
2. works in the standard storyline only
3. works in all storylines except the standard storyline
4. it doesn't work at all

You have already ruled out #1. As far as I'm aware, it shouldn't be #4 either.

I think its #2 because it doesnt work in the Jack Sparrow or Assasin's storylines.
