When you open up a plain sail and then add a load of things, you can only save as PSD, you can maybe open it up after saving and then save in another format.

I'm working with photoshop 7. And I can save my works as .tga without converting them afterall. You have to use the option "save as..." not the "save" option or the hot key for saving.
If you use the "save as..." option you can select in which format you want to save your work. (PSD,PDD,<!--coloro:#FF0000--><span style="color:#FF0000"><!--/coloro-->BMP,RLE,DIB<!--colorc--></span><!--/colorc-->,GIF,EPS,<!--coloro:#FF0000--><span style="color:#FF0000"><!--/coloro-->JPG,JPEG,JPE<!--colorc--></span><!--/colorc-->,PCX,PDF,PCX,PCT,PICT,PXR,PNG,RAW,SCT,<!--coloro:#FF0000--><span style="color:#FF0000"><!--/coloro-->TGA,VDA,ICB,VST<!--colorc--></span><!--/colorc-->,TIFF or TIF).
