Fixed Error in Character Exchange interface

When you are in the character interface and click exchange the interface looks bugged (in the brown version at least).
Probably simple to fix, this is just a reminder for myself.

That's weird! I've seen that interface many times and it never had those two blueish bars.

They are there for quite some time already. Just remembered them. It only happens if you use f2 and go to the character, then click exchange.

Place this in:
RESOURCE\INI\NEW_INTERFACES
