Culverins for long range attack, cannons for short range.

Yep and it also depends on your playing style, if you like to aviod battles then i would advice the culverines because you can damage ships sails and masts from a further distance than the cannons can. If you like battling it out at sea then i would advice the cannons for a number of reasons which i will state bellow.

1. cannons can reload faster than the same calibure culverines.
2. Cannons cost less
3. Cannons don't weigh as much (giving you more room for cargo)
4. Cannons have a greater damage ratio be it at a shorter range than the culverines
4. Cannons can take a little more damage from enemy ships/forts.

Even though it looks like the cannons are the better of the two culverines do offer there own bonuses, they maybe heavier and cost more, do less damage and take less damage than cannons but they can as already saiid above fire further and that makes up for all the bad sides of the culverine's, just because the cannon has a better damage ratio doesn't mean the culverine doesn't. The culverine can be leathal destroying masts from distance allowing you to sail up to the enemy ships and already have killed many of its crew as you approach firing broadsides at the ship as and when your guns are loaded. All my trade ships have culverines, i use cannons because my ship is a Frigate so play the escort ship if you like and because of that role i need to be able to reload faster, carry less weight so i can get the maximum speed out of the ship and store extra supplies. But when i use a trade ship myself i use culverines only on ships like the Frigate's and other ships of war do i use cannons.
 
If I may? I have a problem with Governor-General (England). My relationship with England is on admiration level. Allways, when I get before him, he tolds me that he don't trust me. There is an "conflict of interests", because I have good relationship with pirates (Brotherhood of the Coast). I have to add, that my only targets are Pirates. I'm killing them like a vermin. Pirates "governors" do not want to talk to me. No surprise. Of course I posses a Letter of Marque. I'd returned from COAS, nearly every non-govermental mission completed. Do anybody what to do? Is it a bug?

To the topic above. I personally prefer culverins. My experience tells, that culverins are more acurate and do not explode so often, when hit. Typical shoot-out takes place on middle-range. Even with the best cannoneer, you have a very low percentage to hit on log range. Culverines allow to keep the enemy on long-range for his cannons, with shooting him on middle-range. Most of the bad guys prefer cannons. Of course, there is a maneuvering, etc...

For Wedding Lovers. Do not mary Isabella with too many piastres on account. I did it with 4 mega (million) on account and she wanted 60 kilo (thousand) every month. Spent them or give them to the bank. Plan B. Let her kill 1 minute after wedding. Assassins hired by her husband (now dead) will ensure that.

It not is a bug.
I think you have problems with all governors-general because you have already spoken with Goodley in Puerto Principe (or you've done missions for Morgan).
If so, you must complete the quest-line pirate until the quest Linney.
Then, you can go to the governors-general and begin a quest-line national.
