Fixed French Governor Has No opening Dialogue

He will respond to what you say but doesn't start conversation, and no mention of the Marauder.

Also I can't allocate all of my perk points some but no all. Never had this problem before. Playing 12/8 arcade level 34.

Attached is a save which should reveal both issues.

Thanks. But did you REALLY not get an error.log too? I did, because the error was.... uhm.... rather obvious. And stupid.
