Interesting. I've always been in favor of more nations. I would like to see some real Algernine Corsairs in their Xebecs and lateen rigs. Its a shame we don't have any galleys.
As for Germanic Nations. Prussia, while certainly one of the best land armies in the world in the 18th and 19th centuries, they had a pretty dismal navy until Wilhelm II and ol' Otto von. The Danes and Swedes, however, were very big `sea-farers`.
As per St. Pertersburg being Dutch... I haven't heard that before. I know that the city itself is Germanic (probably Prussian as the old city of Koenigsburg is just south east of St. Petersburg). During World War I the name of the city was changed from St. Petersburg to Petrograd because Petersburg was too German. Following the '17 Revolution the name was again changed, this time to Leningrad. Hence the old Russian joke.
