Fixed Governor Dialog wrong nationality reference

A little text issue.. he may have meant "As the English say.. "
But instead the governor said "As you English say.."

I'm spanish character so I think the dialog just needs a touch of adjustment

Ah, nice catch! That is probably from the stock game, where the player was ALWAYS English.
Not anymore, of course.
