Need Help Governor quests help

Ahoy Mates

I have just started playing AoP2 again. I have this quest from a Governor where i need to retrieve some documents from a local shopman in another city. I got to the city at night, when i found the local shop it is locked, and i have tried walking in house without luck. I have not fought any of the guards. Am i doing something wrong or is it a bug?
I have been trying for 2 hours now, I'm about to give up. I have also read the walktrough.

PS: Is there a mod to get rid of those damn rats?

If the mission takes you to a hostile city, just get a 30 trade license and fly the flag of that nation to get in the harbor. if you dont have the flag yet, you gotta wait till you get a point and use it for that flag.

if yuou just get a trade license and try and go in from land, the guards will see you as hostile anyways.
