when you assign governors on a colony can they raise their skills???????

No, they not do anything. Supposed to look after your colony.
Your colony is to be stronger if you put one of your officers with high
stats in charge. They remain at theis stats while gov.

In theory the colony is stronger if the governor is one of your best officers with high stats. In practice the colony might be captured anyway. So I tend to put someone expendable in the hot seat. In fact, I'll often assign one of my officers just to capture the colony, then go to the tavern, pick on whoever is looking for a job, then re-assign the governorship to him. I get my good officer back and the colony gets a local lad as the new boss. <img src="style_emoticons/<#EMO_DIR#>/me.gif" style="vertical-align:middle" emoid="" border="0" alt="me.gif" />

does loyalty have any impact on the colony by gov's?

like there are fanatical peeps.... and then low peeps. is there a difference between the two?
