Guard Harassment

Are the guards in EVERY town going to harass me like they are in Martinique right after my escape from Barbados? Every guard I come within 5 feet of forces a conversation with me that goes nowhere. Is this a bug or am I going to be dealing with this the whole game?

Awesome thanks...so instead of starting a new thread, I'll just ask here: I'm trying to put the free frigate into storage. I can do that just fine, but the captain of the ship, Jeremy Pitt, disappears. Is he just attached to the ship now in storage until I come back for it? Is he deleted altogether? Should I hire some worthless officer, make HIM the captain and then put it in storage. And finally, do I have to pay the invisible captain monthly as well?
 
You need JEremy for his navigation , hire other for the ship put in storage and you'll get both back whenever you want.
Once you got the ship back you'll have to pay again to put her in storage again (at least that's how I remember).

...aaaaand I <i>think</i> you don't pay the officer in charge of a stored ship. Not that it matters, 2k or however much an officers asks for is really small change in this game. You can easily afford that even early on.

Cool done and done. Well I've got 5k left, I got a lugger...off to start my game!

So is this game like PotC in that you want to recruit officers close to level 1 so that you can build them up the way they should be? I know that if you hired high level officers in PotC, they would have horrible skills picked out for themselves.
 
If you hire them early, yeah, you can build them the way you want to. But in my experience high-level officers have fairly decent skill choices in COAS, plus you can get a few really good officers from quests and such.
