I copied your original file, but didn't edit any encounter chances other than the nation ones.

Pennant? AGH! Turns out that the required "penn" locators are not added to her. That still needs to be done, apparently.
Or has anyone already done that and I just have older files?

What other of the newly-added ships do not have "penn" locators?

Hmm, thats interesting, there is a pennant on craiggo's screens on page 6. Though its a bit wide. maybe it uses flag locators in the pennant shape? or are there none?

That's a pennant-shaped flag. Since it is a CoAS screenshot, there is no difference between pennants and flags. Only in PotC there is.
