[HELP] cant find spy

in the latest version of gentalmen of fortune,
i am doing jobs for the govener of charelstown, to get a lettre of marque
i am on the quest where the town has been infaltrated by a spy, i had a look at the walkthrough
but i cant find the spy, no one on the street knows, he isnt in houses or the tavern where do i go?

I actually found him on the second story of a house. Didn't know there were second stories before this and I couldn't find him for quite awhile. Found second story on second pass through the houses. Missed it the first time.
