[HELP] Fort Orange

Greetings!

I have finally found Fort Orange (with the help of this forum and other external information) and as soon as I entered it I was attacked by soldiers. I am "at war" (hostile) with France and Spain. Is there any way I can get to the Residence peacefully?

Isn't Fort Orange Dutch? If you are attacked i think you will need trade permit or what its called to get in (get it from pirates). Also no bounty (may or may not be important) on your head from nation controlling settlement.
