help with beggars

ok search the web but can't find the answer. anyway my problen is that i've talked to the fella at my main town (Jamaica) but i can't find a single beggar anywhere. anyone help please???

all it seems to say is there around during the day. can't find anything else

They only come out in the afternoon around 12 -1pm game time and are out till about 22-23:00hrs
