Help with Build12.1/Pre13

What do I need to install to make pre-build13 work correctly?

I can't seem to find that 296 MB monster file with all the mods in it... the link from Pieter's page just goes to the PA downloads section which doesn't have anything relevant. What is wrong?

The file is unavailable at the moment because of webspace problems: All webspace I can use can't handle the amount of downloads that file generates. So now it's not available anywhere and I'm not happy about it. Any solution would be appreciated.

I've got plenty of webspace if need be, also PLENTY of bandwidth (120 GB) per month. If you'd like to upload it to there, that'd be fine.
