Help with mission

I seem to be having some difficulties triggering the cinematic scene at Oxbay... I've gotten all my stuff and even though it's day or night, I get in my boat and just get shot, no cutscene and I die.... please help me

hoist your personal flag or the portugese flag, always works. then go to the worldmap when you can.
