What skill decides how many officers I can have at the same time?

Authority from the PIRATES stats determines NPC reactions and maximum number of officers you can hire.

Like whether they treat you in a friendly manner or not. Also affects the kind of information you can get from NPC's and the number of sailors that will be available to hire at the taverns.

So just the minor generated stuff? Nothing important, like quest rewards, etc?

No, I don't think it affects any of the rewards, but I'm not 100% sure about that either. I'm sure it could be used to affect them, but don't know if it actually does or not in the standard game.
