how to attack a City or fort?

So i have level 30 and 2 frigates with full crew and wanted to see if i could fly an english flag, run over to a spanish colony and loot it. is that possible?
how do you defeat the fort or attack a town?

attack it like how u attack a ship. after u destroyed 40 - 60% of its cannons, u will get an icon to land your troops and fight at the fort. After that u will land in the city, fight town soldiers and go inside the residence. Talk to the governor and he will give you a store list full of cargo. Best cargo to loot is gold.

tips; since u are using only 2 frigate, i doubt u can carry much gold.

Better yet, land in a nearby land, trek through the jungle to the city gates, and use the "speak to self" action to launch a ground assault, bypassing the fort altogether.

I believe you need to finish either the Pirate story line quest, or the Governors quest
