How to attack and take enemy cities over?

I have that problem i am not able to give the cities i attack sucessfully a new Governor.

I am not even able to do the Swordfight with the Guardsman

Is it only possible to attack Cities with a fort infront or can i even take the smaller ones without a fort.

Do i have to take more of my men to attack the city or just a bigger ship

But when i can attack them then how ?

Attack them several times, usually the second time you can choose a new governor. And as soon as a city has less then 100 soldiers you can swordfight with the captian of the guard <img src="http://www.piratesahoy.com/forum/style_emoticons/<#EMO_DIR#>/yes.gif" style="vertical-align:middle" emoid=":yes" border="0" alt="yes.gif" />

*Note: You can't attack "settlemenths"!
 
I'd be usually 'ave'n aroun' 300 crew mate,fire rounds at de fort tew make em hostile,anchor yer ship a short ways from de fort,walk te town an ye should get de attack option <img src="http://www.piratesahoy.com/forum/style_emoticons/<#EMO_DIR#>/par-ty.gif" style="vertical-align:middle" emoid=":cheers" border="0" alt="par-ty.gif" />
 
You still need to fire at them. Even if they don't have a fort, they will fire back and that's when you know you can go in. Usually if they don't have a fort, you don't even do land battle. You go straight to a swordfight with the captain of the guard.

thats my problem i can't fire at them the fireing like i do it on towns with forts doesn't work

As ddmagnan pointed out, it's probably a settlement then. Another way to tell is if you sail in and instead of a governor, there's a mayor.

Older thread, new question...

I have recently decided to eradicate the Dutch as they are the only nation at war with England. Only Curacao is left and it just ..will not die.... I have sacked it 4 times with ~500 pirates, they only have 60 troops. No matter how many times I defeat them I do not get the, "install new Gov" option.

Now, I have previously destroyed the French, so I know it can be done. (Since then I have restored one French town, just so I could attack thier shiping).

Anyone else ever ran across the same situation? Comments?
