How to make Venice a playable port

I was looking around the game and I saw a lot of information for Venice as a port. It looks like the idea was scrapped at some point in time prior to release, but the code is still there. How do I go in and make this a playable port similar to London or some other starting city? I read the modding instructions from the East India Company website for adding a port but that didn't quite work. However, when I was modding the game I was able to make Bremen a playable port that you could capture. Any thoughts?
