I Don't have a PROGRAM folder

Hello I'm new in this page, and I've seen so many mods but the majority goes to the PROGRAM folder, and well, my game don't have it. I download the game from a pirate page, pun intended, and it came as a portable game, no installation. And well I want to know if anyone of you has or had the same problem, and if you know how to fix it. Thanks you.
