Without is more generic, which would go well with the not-so-elaborate stern decorations (the whole stern surface is pretty much empty).
On the other hand, it'd be nice to have the lions on a Dutch reskin version with a lot of additional stern decoration.
This makes me think of the Batavia vs the Amsterdam. The Batavia was built during the VOC golden age and was highly decorated.
On the other hand, the Amsterdam was made much later and is mainly a functional ship and not overly decorated.

I say without. Then you can texture such things on it, and you can use it as a generic ship. If you want to use it as a quest ship, the Wapen of Hamburg, I say: Model away (model the lions)!
